HOW IS IT USED? This graphic provides an at-a-glance overview of which OEB regulatory processes rely on which parts of RRR from electricity distributors. RRR data is used in many other regulatory activities and as an important input to monitoring and compliance activities.
Total Cost Benchmarking & Activity and Program-based Benchmarking (TCB & APB)	Customer numbers are used in TCB for calculating stretch factors which are inputs in the IRM rate-setting process. Customer numbers are also used in APB unit cost calculations.		Capital additions data is used in TCB to calculate stretch factors which are inputs in the IRM rate-setting process. In particular, the capital additions data is used to calculate a utility's actual total costs which is compared against predicted total costs to derive stretch factors.	Energy Consumption and Demand data is used in TCB to calculate stretch factors which are inputs in the IRM rate-setting process. In particular, the data in RRR 2.1.5.4 is used to calculate a utility's predicted total costs which is compared against actual total costs to derive stretch factors.	Utility Characteristics are used in TCB for calculating a utility's predicted total costs to derive stretch factors in the IRM rate-setting process and are also used in APB unit cost calculations.			OM&A data is used in TCB to calculate stretch factors which are inputs in the IRM rate-setting process. In particular, the relevant USoA accounts are used to calculate a utility's actual total costs which is compared against predicted total costs to derive stretch factors. 2.1.7 data is also used in APB unit cost calculations.
Electricity Utility Scorecards	Customer numbers are used in the calculation of the Total Cost Per Customer metric that’s published on the annual scorecards.	Service Quality & Reliability data is used for the Service Quality, System Reliability and Customer Satisfaction performance categories that are published on annual scorecards.			Utility Characteristics are used in the calculation of the Total Cost per Km of Line metric that is published on annual scorecards.	Return on equity data is used for the Financial Ratios performance category that is published on annual scorecards.							Scorecard metrics data from 2.1.19 is used for the Customer Satisfaction, Asset Management and Safety performance categories that are published on annual scorecards.
IRM Applications	Customer numbers are used to pre-populate tabs within the IRM Rate Generator Model and are used to facilitate cost allocations.			Energy Consumption and Demand data is pre-populated in certain tabs in the IRM Rate Generator Model as allocators and billing determinants for the disposition of deferral and variance accounts (DVAs), shared tax amounts, and Retail Transmission Service Rates (RTSRs). The data also facilitates Group 1 disposition threshold test.		Over/under earners as determined by return on equity (ROE) data is used to assess adjustments to base rates in the IRM process and to determine whether a regulatory review is warranted. ROE data is also used to assess the Means test in ICMs.		Deferral and Variance (DVA) account balances are used to pre-populate tabs in the IRM Rate Generator Model to facilitate assessment of DVA disposition amounts.
Major Applications (COS, CIR)	Customer numbers are used to help predict customer load in the forecasting model as well as turning customer class cost allocations into a unit rate.	Service Quality & Reliability data is pre-populated in the Chapter 2 Appendices models for Major Applications and is used in assessing Cost of Service (CoS) Applications and Deferral Requests.				Return on equity data is used in assessing Cost of Service (CoS) Deferral Requests.	Audited Financial Statements are used in assessing Cost of Service (CoS) Deferral Requests.	Deferral and Variance (DVA) account balances are used to pre-populate tabs in the Deferral and Variance Account (Continuity Schedule) model for May 1st rates to facilitate assessment of DVA disposition amounts. Trial balance data is also used in assessing Cost of Service (CoS) Deferral requests.
Regulated Price Plan (RPP)	Customer numbers are used in the calculation of the impact of an RPP price change on the electricity bill of a typical residential customer.
Sector Performance Assessment & Compliance		Service Quality & Reliability data is used for monitoring compliance with various codes such as the Distribution System Code (DSC) and the Standard Supply Service Code (SSSC). Reliability data is also used to assess the current level of effectiveness and accuracy of the reliability policy framework and reporting.					Audited Financial Statements are used in compliance and enforcement processes such as Deferral and Variance Account (DVA) inspections.	Trial balance data is used in compliance and enforcement processes such as Deferral and Variance Account (DVA) inspections.	Data is used to review the effectiveness of vulnerable energy consumer protection programs and policies, as well as evaluate trends.	Data is used to review the effectiveness of vulnerable energy consumer protection programs and policies, as well as evaluate trends.
